National Land Rights Forum is the national people's organization of all the people working in the land including landless, squatters, tenants, trust land farmers, bonded laborers, farmers, haruwa/charuwa, people of Chure, and all those deprived of land rights. The first conference was held on Kathmandu from the 19th-21st of December 2004. This organization has been established with the sole purpose of uniting all the deprived people of land rights and getting involved in land rights agitation program as a whole. Today, the organization has over 86 thousand families united as a whole under the 15 primary group of the organization located in 31 districts. The main objective of the program is to establish social justice for the deprived people of land rights, provide security for their livelihood, protect their human rights, establish in them leadership skills to fight for their land rights and support the process of people oriented land rights program. At present, National Land Rights Concerned Group along with other land rights organization work has been done which are given below:

  • To establish organization from national level to community level and build up leadership for deprived people of land rights.

  • To aware about their land rights for deprived people of land rights and encourage them to fight for the establishment of their land rights.

  • Formation of public opinion to take land rights as an important factor of providing social justice, eliminating poverty and changing the society towards the direction of progress.

  • To conduct powerful agitation program from community level to national level in order to abolish discrimination in terms of class, caste, gender and so on.

  • To participate in all kinds of non-violent agitation program related to the formation of a democratic government, establishment of human rights and social justice.

  • To manage the productive land in a systematic way.

Today, this organization has district offices in 19 districts and National and Regional offices in Kathmandu, Saptari and Banke. The organizations formed in community level are the foundations of the Forum. The policies, plans, regulations and objectives formed by national conference which are implemented by the national working committee. This organization strongly believes in non-violent agitation programs, policies of a democratic government, mutual help and understanding and the power of rights deprived people.

This organization shall continue working for social justice, security of livelihood, protection of human rights and dignified lifestyle. Everybody interested in this field are requested to provide us with help and support of any kind.

Rationale of the organization:

As per the national data, 76percent of the population is still depending on agriculture and there is no way to secure their livelihood except for agriculture. But, those who have been tilling the land for generations have no rights and ownership over the land. Here, those who have been tilling the land since generations but have no ownership and control over land are regarded as the deprived of land rights. Most of the poor and deprived people are tenant, landless, Haruwa, Charuwa, tillers of trust land, Kamaiya and deprived of block land and Ukhadha. As per the state law, the tillers of the land should get the tenancy rights over the tilling land, but still they are deprived of land rights. They do not even get fair wage from the landlord and state. They are also exploited from every corner and services of the government and non-government organizations.

The unjust land system is the main source of poverty and social injustice. Semi-feudal systems like Haliya, Kamaiya, free laborers etc. have been produced by the present land system. Even the feudal economics' base was access to the land. Without changing present land system, it is not possible to establish social justice and alleviate poverty. To establish the social justice and alleviate poverty, the present land system needs to be changed and the rights of the tillers over the land should be guaranteed.

It is not possible for sustainable social change without awakening the deprived people to their rights. Achieve the goal of land rights movement is not possible without building an organization of landless, Haliya, Kamaiya, tenants and those who are deprived of their land rights. As per the experiences and learning so far, the role of organization is significant in bringing about radical change in the unjust social order and structure. Although, there have been organizations of farmers, they are in small group and guided by political interests. This has not contributed much to strengthen the movement for the land rights. As a result, they have not been able to make much progress, even though they have been raising this issue since 1950. To change the present structure of land system, it is necessary to develop deprived people's organization from the community level to national level and produce committed activists from that organization.

Intellectuals committed to the land rights movement can advocate in intellectual forums. The political parties can help formulate the pro-poor Land Act and policies and amendment from the cabinet. The journalists can help by writing the issues of the deprived people of land rights in the newspapers and magazines. Some NGOs are committed and honest support for land rights campaign. These measures can help the poor farmers to empower but these people cannot represent the deprived people and they cannot lead their movement. So, a strong need for an organization of the deprived people was felt to lead the movement for their rights over land and establish social justice and alleviate the poverty.

Objectives:

  • To develop local to national level organization of the deprived people.
     
  • To empower those who are deprived of the land rights
     
  • To discuss the land rights issues and empower the position of land rights.
     
  • To carryout the land rights movement from the local to national level with the solidarity of different stakeholders.
     
  • To carry out the public debate to make the land rights issue of social justice, poverty alleviation and social transformation.
     
  • To carryout strong land rights movement from community level to national level and influence the policy makers to formulate the pro-poor policy.
     
  • To integrate the land rights movement with the human rights, democracy and peace.
     
  • To fight all kinds of denial and exploitations especially, agricultural labor, haliya, tenancy, Kamaiya and other violence.
     
  • To pressurize the government to formulate the pro-poor land reform policy.
